GACC: Which One Actually Matters?

There’s still a widespread misunderstanding when it comes to GACC registration in China-bound exports—especially in trades involving sugar, soybeans, and other commodities.
One of the most common (and revealing) mistakes is when someone says:

“Show me the exporter’s GACC with CIF sales history to China.”

This statement is not just incorrect — it’s a red flag.

Under CIF, the Exporter’s GACC Is Not the One That Counts. In a CIF transaction, the exporter’s responsibility ends once the cargo reaches the Chinese port.
From that point on:

  • Customs clearance
  • Import tax payments
  • Official entry into China’s import system

…are all handled by the Chinese buyer — not the exporter.

That means China Customs only logs the importer’s GACC activity, not the foreign exporter’s.
So asking for a “CIF history” tied to the exporter’s GACC shows a lack of understanding — because that data doesn’t exist in China’s import system

So Why Do Some People Still Ask? Most of the time, it’s because:

  • They lack technical knowledge, simply echoing terms they’ve heard without grasping the logistics
  • They’re trying to extract the exporter’s GACC to cut others out and make direct contact with the supplier

What’s Actually True

  • Being on the GACC whitelist means the exporter is legally approved to ship food/agri products into China
  • It does not mean the exporter has CIF import history — because that record belongs to the Chinese importer

Anyone insisting otherwise either doesn’t understand how China Customs works… or is playing games

In Real Business:

  • A genuine Chinese buyer knows GACC tracking is on their side, not the exporter’s
  • A real intermediary protects their position with expertise, not buzzwords
  • A speculator exposes themselves the moment they ask the wrong question
